Deterioration of vision can affect not only comfort, but also the ability to work, study, and independently perform everyday activities. In such situations, a logical question arises: are there grounds for establishing disability and what criteria are taken into account in Ukraine.

The decision is made not only based on numbers, but comprehensively — taking into account the person's functional capabilities. In this article, we will examine in detail at what level of vision disability is assigned, which indicators matter, and how the registration procedure takes place.

What vision is required for disability

In Ukraine, the assessment of the condition is carried out taking into account the maximum possible correction — that is, with glasses or contact lenses.

Key criteria:

  • visual acuity in the better eye after correction;
  • visual field — the width of the area that a person sees without moving their eyes;
  • the stability of changes and their impact on orientation in space;
  • the ability to care for oneself and work.

Specialists at «Oxford Medical» explain that, for example, an acuity of 0.1 means that a person sees only 10% of normal vision. If, even after correction, the indicators remain low or there is a significant narrowing of the visual field, this may be grounds for establishing status. That is why the answer to the question of what vision is required for disability always depends on a combination of factors.

Disability group for vision: main criteria

The group is determined depending on the degree of loss of visual functions and how much this limits a person's life. Before referral to the expert commission, a complete vision test is mandatory, which includes several examinations.

Usually, the following are assessed:

  • visual acuity using special charts;
  • visual field (perimetry);
  • the condition of the retina and optic nerve;
  • the presence of concomitant diseases.

The final decision is made by the medical and social expert commission (MSEC).

First disability group for vision

This is the most severe degree of impairment.

Criteria:

  • visual acuity in the better eye — 0.04 and below, or total blindness;
  • narrowing of the visual field to 10° or less;
  • complete loss of the ability to move independently and care for oneself.

In such cases, a person needs constant outside assistance.

Second disability group for vision

It is established in cases of pronounced impairment, but without complete loss of visual function.

Criteria:

  • visual acuity in the better eye — 0.05–0.1;
  • significant narrowing of the visual field;
  • substantial limitations in mobility and work activity.

A person may be able to care for themselves partially, but needs special conditions or assistance.

Third disability group for vision

This is the mildest degree, which also takes into account the impact on the ability to work.

Criteria:

  • visual acuity in the better eye — 0.1–0.3;
  • moderate narrowing of the visual field;
  • difficulties in performing work, especially work associated with strain on the eyes.

In such cases, continuing to work is possible with restrictions or changes in working conditions.

Loss of vision in one eye: is disability assigned

Loss of visual function in one eye by itself is not an automatic ground for establishing disability. The condition of the second eye is decisive.

Status may be established if:

  • the function of the second eye is also reduced;
  • there is significant narrowing of the visual field;
  • spatial visual orientation is impaired.

If the second eye sees well, a person usually retains the ability to live a full life, so there may be no grounds for establishing status.

Vision disability in children

In children, the assessment has its own особенности, since the visual system is still developing. It is important not only to determine the degree of impairment, but also to assess the impact on the child's development.

Grounds may include:

  • congenital eye pathologies;
  • bilateral significant reduction of visual functions;
  • damage to the optic nerve or retina.

The examination is carried out by a pediatric ophthalmologist, who assesses the child's condition over time and determines the need for further registration of status.

The procedure for establishing disability in Ukraine is regulated and provides for a step-by-step medical and expert examination. The first step is to consult a doctor. First, the ophthalmologist conducts an examination, analyzes complaints, the medical history, and determines the necessary further examinations.

Next, comprehensive diagnostics are carried out, which must confirm the persistence and degree of impairment. The examination may include:

  • determining visual acuity with maximum correction;
  • visual field examination (perimetry);
  • fundus examination to assess the condition of the retina;
  • examination of the optic nerve;
  • additional methods (OCT, eye ultrasound, other examinations — as indicated).

It is important that, for referral for expert assessment, the impairment must be persistent, that is, one that cannot be fully restored by treatment or correction.

After confirmation of the diagnosis, the doctor prepares a medical conclusion and, if there are grounds, issues a referral to the medical and social expert commission (MSEC). The package of documents usually includes:

  • examination results;
  • extracts from the medical record;
  • conclusions of specialized specialists;
  • data on the treatment performed.

At the stage of passing through the MSEC, a comprehensive assessment of the patient's condition is carried out. The commission analyzes not only acuity indicators, but also:

  • the ability to care for oneself;
  • the ability to move independently;
  • orientation in space;
  • the ability to study and work.

Based on the results of the review, a decision is made to establish a group or to refuse if the criteria are not met.

It is important to take into account that status may be established either indefinitely or for a certain period with the need for repeated examination. This depends on the nature of the disease, its stability, and the prognosis.

Thus, registration of status in case of visual function impairments is a multistage process that requires confirmed medical documentation and an objective assessment of functional limitations.
